Attorney general labels carnival game illegal (The Argus Leader)

PIERRE - So-called "quarter-pushers" - machines that offer prizes or coins to players - rely on chance and not skill, so they're illegal, Attorney General Larry Long says. Long made the assessment in an official opinion requested by Paul Kinsman, secretary of the state Revenue and Regulation Department. The devices are games of chance that are generally prohibited, Long said.
